By the authority vested in me as the President of Right to Life and in accordance with the Constitution and laws of Right to Life, it is hereby requested to pass as follows:
1. All the "citizens" of the region should prove their attendance atleast once every calendar month.
2. The attendance should be proved by making a Quick Reply in the new thread "Attendance" which should be created in the "Introductions & Citizenship Applications" forum.
3. The citizens who will prove their attendance every month for atleast 2 consecutive months should be considered as "Active Citizens".
4. The citizens who will not prove their attendance should be considered as "Citizens".
5. The citizens who will not prove their attendance for atleast '2 consecutive months' or '3 months in 6 months' should be considered as "Passive Citizens".
6. The elected President of Right to Life should reveal the number of Active and Passive Citizens of the previous month in accordance to this Act every 1 date of the next month according to GMT.
7. The citizens who will be Passive for 14 consecutive months shall also lose their citizenship. Addition to Constitution:- Article I:- Regional Citizenship 8. The Administrative Branch of the region will withdraw the citizenship of a citizen if he/she will not prove his/her attendance in the "Attendance" thread for 14 consecutive months.

The region and the government are very out of practice (since we haven't had a bill in two years), but assuming the procedures act is still active we have to follow basic parliamentary procedure and debate the bill, then motion, then second, and finally vote. If someone knows the process better, please inform me!

My first note on the bill is that, no matter its merits, article 7 is far too vague and needs a specific definition.

I'd like to hear the other senators' thoughts. My thinking currently:
Pro: - adds a helpful check on which citizens are actually active - insures a base level use of the offsite forum
Con: - a lot of logistical work for the President (something that could easily stop working if the regional government becomes inactive) - could be an unnecessary burden on citizens to bother/remember to do it (especially if they are not consistently active) - knowing how active a citizen is doesn't matter very much: if they become inactive they will cease to exist or fail to vote in elections

I'd also ask to get the Speaker's input on whether an act can both amend the constitution and act independently.
