SENATE OF RIGHT TO LIFE RULES AND PROCEDURES
ELECTION OF THE SPEAKER
In accordance with the Third Constitution of Right To Life, the Senate shall elect a Speaker from among its members to serve as the presiding officer. The following shall be the procedure for selecting Senate Speakers:
1. The sitting Speaker shall be automatically re-confirmed at the start of every new Senate until the election of a Speaker for the new Senate term. This temporary duty shall expire upon the election of a new Speaker. No other business may be conducted until a Speaker for the new term has been elected.
2. At the commencement of a new Senate, the sitting Speaker shall open a vote for the election of the new Speaker, or if there is no Speaker, the Senator with the longest tenure opens the vote, and if there is no Senator with the longest tenure, the Senator with the largest share of the vote should be the one to open the vote, or if it is a tie in tenure between less than the entire Senate but more than one candidate, the largest vote share among those candidates should be counted
VOTING PROCEDURE
In addition to the instructions outlined in the Constitution, the following rules shall govern Senate votes:
1. All Senate votes shall be held open for 72 hours before the vote is concluded.
2. Any Senator may propose legislation for consideration, but each measure must receive a seconding motion before it can be brought to vote.
3. Any Senator may change their vote so long as it is done before the voting period closes.
