In the Justice Court, Stellonia filed a complaint against Texasa, claiming that Texasa had posted "a large quantity of intentionally disruptive, spammy content" in violation of ZetaBoards' terms, to which Texasa had earlier agreed. On February 29, 2016, New Dolgaria, JP, ruled that a number of Texasa's posts were indeed spam and, therefore, sentenced him to a one-week forum ban and a three-week ban on applying for citizenship.
Texasa appealed to the Senate. He argued, first, that his posts were not spam and, second, that they were protected by the region's bill of rights, which guarantees freedom of expression (RTL Code 2:1c). The Senate ruled against Texasa on both points; but it reversed the lower court's decision, determining that the sentence was too harsh and that Texasa, since trial, had sufficiently reformed his conduct.

What is spam, and did Texasa commit it?
Spam is the sending of "disruptive online messages." Texasa did commit it, but his intent was not malicious. Therefore, he does not have the same culpability as someone who intends to spam. Texasa also tries to be an active member of the community, follows the rules as best he can, and has since tried to fix his ways.
Is spam protected by the region's bill of rights?
Spam is not protected by the bill of rights. See below for the punishments.
If Texasa is guilty, what should be his punishment?
We think that even though he is guilty, he has since bettered his ways and has tried not to commit spam and should not be banned. For future cases of spam, we prescribe the following system of punishments:
First offense and isn't malicious/flagrant: 1 week and warning
Second offense and isn't malicious/flagrant: 2 weeks and final warning
Third offense and isn't malicious/flagrant: permanent ban
Flagrant/malicious post or spam: permanent ban
