CONSTITUTION OF RIGHT TO LIFE
Preamble
The Nations of Right to Life, recognizing the human dignity of the unborn, opposing elective abortion in all or most cases, and seeking to maintain a community that is a haven for the pro-life nations of the world, do ordain this their Regional Constitution.
Article I: Citizenship
1. Players may apply for citizenship on the regional forums.
2. Citizenship shall be granted to every applicant who is pro-life and has a World Assembly member state in the region.
Article II: The Regional Assembly
1. The Regional Assembly, which consists of all citizens, is the region’s supreme legislative and judicial body.
2. In accordance with this Constitution, the Regional Assembly, by simple majority votes, may pass bills for the governance of the region. After being passed by the Regional Assembly, a bill shall become law when it is approved, codified, and published by the president. The president has the power to veto any and all bills passed by the Regional Assembly; the power of veto of the president is absolute.
3. Retroactive laws are prohibited.
4. All bills shall be related to only one subject matter.
5. By statute, the Regional Assembly may delegate powers to subordinate persons or bodies.
6. The Regional Assembly, with the consent of the president, may amend this Constitution by a simple two-thirds supermajority vote.
7. The duration of all votes in the Regional Assembly shall be seven days.
Article III: The President
1. The president is Culture of Life, the region’s founder.
2. In accordance with this Constitution and the statutory laws of the region, the president may exercise any and all powers of a regional founder at his discretion.
3. Subject to regional law, the president may revoke the citizenship of any player who acts contrary to the welfare of the region.
Article IV: The Prime Minister
1. The prime minister is the World Assembly delegate of the region.
2. The prime minister, who must be a citizen and member of the World Assembly, shall hold office as long as he maintains the confidence of the Regional Assembly. The Regional Assembly may remove the prime minister from office by passing a vote of no confidence by a simple majority vote. The voting period shall be seven days.
3. Whenever the office of prime minister is vacant, the Regional Assembly, by plurality vote, shall elect a new prime minister. The voting period shall be seven days.
4. During periods when the office of prime minister is vacant, the president may appoint a citizen to act as prime minister until a new prime minister is elected.
5. The Regional Assembly, by a simple majority vote, may replace the incumbent prime minister with a new prime minister. The period of such votes shall be seven days.
