Wherefore, as the Citizen's Assembly has no Speaker currently, as this bill lays down the process of election;
and currently has no established rules and procedures save for that voting shall be open for three days, as is laid out Article III.8 of the Constitution;
and because Senator Eire indicated upon the passage of Bill 27.2, which had been passed by the Senate, that "shall now be passed to the Citizens' Assembly to be voted on by the citizens of the region";
In my capacity as a citizen of Right to Life, I do propose for the Citizen's Assembly of Right to Life to vote upon the ratification of this bill:
A Bill to Adopt a Voting System for Senate Elections, the Electing of a Speaker for the Citizens' Assembly and set Number of Senators in the Senate 1. With the authority set out in the constitution of Right to Life in Article VII, section 3, this Senate shall hereby adopt a voting system for the electing of Senators to said Senate, as well as for the electing the Speaker for the Citizens' Assembly, with the authority set out in Article III, section 9 of the constitution. 2. The cumulative voting method adopted shall give voters three votes, which they can give to one or more candidates of their choice. The candidates with the highest number of votes shall be elected to the Senate. 3. The Speaker of the Citizens' Assembly shall be elected with the voting process of first-past-the-post, giving all citizens one vote to select a single candidate of their choice. 4. The number of seats which will comprise the Senate shall be three.

Am I right in thinking that the Assembly cannot propose amendments to bills initiated in the Senate, they can only have an up-or-down approval vote, as-is?

I also vote AYE to the bill.
And the Constitution does not say either way. I assume they can propose amendments, but then we would likely have to vote the particular amendment.

Am I right in thinking that the Assembly cannot propose amendments to bills initiated in the Senate, they can only have an up-or-down approval vote, as-is? In case my question doesn't get answered within the voting window (which seems increasingly likely), I vote nay.

I think the bill should be amended to require a majority (with an allowance for a run-off), rather than first-past-the post.
I also think it should be clarified whether the Speaker will be non-partisan or not, unless that will be established by Assembly rule.
However, since we are only allowed to vote and not amend, I can only vote nay.
