On World Assembly Endorsements
Section 1. All World Assembly members shall be required to endorse the World Assembly Delegate. All World Assembly members, upon arrival in the region, shall be contacted by the President or a designate and informed by telegram of this requirement. If the respective nation fails to comply within four days or their next login, whichever is later, a second telegram notice shall be sent. Failure to comply within an additional four days or their next login, whichever is later, shall result in the posting of a public notice (tagging the offending nation) on the Regional Message Board. Failure to comply within an additional four days or their next login, whichever is later, shall result in ejection from the region. Any nation who returns after an ejection and fails to endorse the World Assembly Delegate under a repeat of the previous procedure shall be banned.
Section 2. The endorsement cap of the region is two-thirds of the number of endorsements of the World Assembly Delegate. Any nation that exceeds this cap shall be warned. If a nation continues to violate this section or if there is a significant chance that it will take over the Delegacy, then that nation may be ejected and temporarily banned from the region.
Section 3. The President may choose to not enforce the above sections if there are fewer than 20 World Assembly nations present in the region. In cases of extreme emergency, the President shall have the authority to temporarily set a higher and less restrictive endorsement cap. In such a case, the President shall inform the region (on the regional message board or elsewhere) of all changes that are made to the endorsement cap and its enforcement pursuant to this section; and he shall give the region, especially its World Assembly members, adequate time to adjust to and to come into compliance with whatever new endorsement policies he promulgates.
Section 4. The President, in all cases whatsoever, has the power to grant legal immunity or dispensations to other nations (either specifically or generally; either conditionally or unconditionally; and for a limited, unlimited, or indefinite amount of time) that allow said nations to violate the endorsement cap without incurring any penalties whatsoever. Furthermore, the President has the authority to withdraw whatever immunity he grants at any time pursuant to this section provided that such nations from which immunity is being withdrawn are given a reasonable amount of time, as determined by the President, to come back into compliance with this regional law.
