Executive Order 2018-01
By the authority vested in me as the President of Right to Life and in accordance with the Constitution and laws of Right to Life, it is hereby ordered as follows:
1. Citizens are encouraged to form and join political parties and civic organizations; although, they may not hold membership in multiple political parties at the same time. Political parties and civic organizations recognized by the regional government shall be entitled to their own subforums, and they shall have the right to sue and be sued in regional court.
2. The regional government shall recognize every political party that has at least three citizens as members. Political parties with fewer than three citizens shall be placed on probation, and the administrative branch shall close them if they are unable to recover.
3. Every political party shall have one leader, elected by its members. Leadership elections shall be governed by internal party rules; however, every political party must hold a leadership election, according to fair rules, at least once every three months. If a political party fails to hold a leadership election, any member may request an injunction in the High Court, which shall require such an election.
4. No political party shall deny membership to a citizen otherwise qualified for membership based on his age, ethnicity, nationality, race, sex, or status as a regional employee. In addition, no political party shall promote anarchism, communism, fascism, national socialism, or another extremist ideology that endangers the region's democratic system of government.
5. The regional government shall recognize every civic organization that has sustained activity for at least one month and that has at least five citizens as members. The administrative branch may warn civic organizations that become inactive, and it shall close them if they do not recover after repeated warnings.
6. Every civic organization shall have one leader, determined by its internal rules. If the leader of a civic organization ever becomes inactive, the High Court may intervene and appoint a new leader at the request and with the advice and consent of a majority of the civic organization's members or active participants.
7. No political party or civic organization shall claim jurisdiction over non-members or their actions; however, political parties and civic organizations may form agreements with each other and with non-members, which shall be enforced as contracts.
