Foreign Relations and Legal Jurisdiction
Be it decreed by the Founder of Right to Life as follows:
SECTION 1. Having sought comment from the regional citizenry and having assessed my own powers as the region's "supreme executive authority" and as the supreme commander of its army, I do hereby issue this decree for the governance of Right to Life (RTL Const. 2:1-3, 2:5).
SECTION 2. No person who lacks citizenship in Right to Life, on account of what he says or does in an embassy, shall be prosecuted or sued in Right to Life without the explicit consent of the Founder.
SECTION 3. No person, on account of what he says or does on the forums of Pro-Life International (PLI), shall be prosecuted or sued in Right to Life without the explicit consent of the Founder.
SECTION 4. No person, on account of what he says or does outside Right to Life or territory controlled by it, shall be prosecuted or sued in Right to Life without the explicit consent of the Founder.
SECTION 5. No person shall be prosecuted or sued in Right to Life for violating foreign or international law without the explicit consent of the Founder.
SECTION 6. No person, on account of what he says or does in his capacity as a member of the Right to Life Army, shall be prosecuted or sued in Right to Life without the explicit consent of the Founder. The Right to Life Army shall have the first prerogative to discipline its members through its own internal procedures for their misconduct as army members.
SECTION 7. Any person wrongfully prosecuted or sued in violation of this decree may invoke before a regional tribunal his immunity under this decree as his defense; and, if said tribunal should find his claim to be legitimate, it shall summarily dismiss the case against him, allowing that case to be refiled if and only if ordered to do so by the Founder or by a higher regional court.
SECTION 8. This decree limits only formal prosecutions and lawsuits in the judiciary of Right to Life. It does not limit suspensions and other temporary penalties that may be imposed without trial by forum staff on forum members for misconduct. All such summary punishments imposed without trial, however, shall be subject to review by the forum administrators and by the judiciary of Right to Life.
SECTION 9. If the regional judiciary should find that any part of this decree is unconstitutional, unenforceable, or otherwise illegal, the remainder of it shall remain valid and intact, having full force and effect.
