LAW 2 - BILL OF RIGHTS

SECTION 1. The fundamental rights of individuals include the following:
a. Freedom of conscience;
b. Freedom of religion;
c. Freedom of expression;
d. Freedom of association;
e. Freedom of contract;
f. Freedom from aggression.
SECTION 2. The regional government shall not abridge a fundamental right recognized in Section 1, unless it demonstrates that the abridgement significantly promotes an important regional interest.
SECTION 3. Any conflict between this law and another law shall be resolved in favor of this law, unless the regional government meets its burden of proof under Section 2.
SECTION 4. In addition, the regional government shall never deny an individual the right to fair treatment nor shall it subject an individual to cruel or unusual punishment.
SECTION 5. The term "regional government," as used in this law, includes anyone who is acting in an official capacity within the region, such as the founder, the president, or a forum moderator. It does not include such individuals, however, when they are acting in their private capacities.
SECTION 6. No individual, in a private capacity, shall infringe any of the fundamental rights recognized in Section 1. Exercising its common law power, the regional judiciary may penalize individuals who intimidate or prevent others from freely and peacefully exercising their fundamental rights.
SECTION 7. Interpreting this law, the regional judiciary shall take care to balance fundamental rights with one another and with community interests in accordance with reason and while taking into account the norms, practices, and expectations of the NationStates world and of the real world.
SECTION 8. While this law guarantees the rights of individuals who are pro-life and individuals who are not pro-life alike, it does not protect advocacy for elective abortion or its legality. Except for therapeutic abortions and abortions in cases of rape, incest, or fetal defects, support for abortion is unprotected.
