LAW 3 - WORLD ASSEMBLY ENDORSEMENTS

SECTION 1. Every World Assembly member is required to endorse the World Assembly Delegate. World Assembly members who do not comply with this section may be punished as follows:
a. FIRST OFFENSE: warning via telegram
b. SECOND OFFENSE: warning via telegram
c. THIRD OFFENSE: ejection from the region
d. FOURTH OFFENSE: ban from the region
SECTION 2. The endorsement cap of the region is two-thirds of the number of endorsements of the World Assembly Delegate. Any nation that exceeds this cap shall be warned. If a nation continues to violate this section or if there is a significant chance that it will take over the delegacy, then that nation may be ejected and temporarily banned from the region.
SECTION 3. A nation that repeatedly violates the endorsement cap may be tried in the Senate, which shall act in its judicial capacity. If a verdict of guilty is rendered by an absolute majority of the Senate, then the violator shall be placed on the regional ban list.
SECTION 4. Any nation that has been banned from the region under Section 3 may be removed from the regional ban list by the President; however, this cannot occur until at least 30 days after the rendering of the guilty verdict.
SECTION 5. During regional elections, the votes of World Assembly members who are noncompliant with this law shall be disregarded (except as outlined in Section 6).
SECTION 6. At his discretion, the Founder may punish any nation or group of nations that purposefully causes a World Assembly member to violate the endorsement cap. No World Assembly member who is caused to violate the endorsement cap by others in such a way shall receive a permanent ban from the region or be deprived of the ability to vote in regional elections.
SECTION 7. The Founder has the power to choose not to enforce the endorsement cap and the accompanying penalties, including the deprivation of the ability to vote in regional elections, at times when there are fewer than 25 World Assembly members present in the region. Alternatively, the Founder has the power to choose to set a higher and less restrictive endorsement cap than what is set forth in this law at times when there are fewer than 25 World Assembly members present in the region. The Founder, when there are fewer than 25 World Assembly members present in the region, shall inform the region (on the regional message board or elsewhere) of all changes that are made to the endorsement cap and its enforcement pursuant to this section; and he shall give the region, especially its World Assembly members, adequate time to adjust to and to come into compliance with whatever new endorsement policies he promulgates.
SECTION 8. The President, in all cases whatsoever, has the power to grant legal immunity or dispensations to other nations (either specifically or generally; either conditionally or unconditionally; and for a limited, unlimited, or indefinite amount of time) that allow said nations to violate the endorsement cap without incurring any penalties whatsoever. If the President ever chooses to exercise such authority to grant immunity, then he shall inform the Founder of his decision as soon as possible so that the Founder, in his executive capacity, will know how properly to enforce the laws of the region. Furthermore, the President has the authority to withdraw whatever immunity he grants at any time pursuant to this section provided that such nations from which immunity is being withdrawn are given a reasonable amount of time, as determined by the Founder or the Senate, to come back into compliance with this regional law.
