SECTION 1. The Justice Court of Right to Life shall consist of one Justice of the Peace. The Justice of the Peace shall be a regional citizen who is not the Founder, the President, or a senator. He shall be appointed by the President with the advice and consent of an absolute majority of the Senate; and he shall continue in office until he resigns, loses citizenship, or is replaced by the President and a supermajority of the Senate.
SECTION 2. The Justice Court is the court of first instance in Right to Life. Unless otherwise stated in regional law, the Justice Court shall have original jurisdiction in all cases, except those cases from which the Justice of the Peace recuses himself. The Justice of the Peace is required to recuse himself from any case in which he has a conflict of interest. Whenever the Justice Court is unable to hear a case because of recusal or for some other reason, the Senate shall take upon itself the duty of acting as the regional court of first instance for the particular case at hand.
SECTION 3. The Senate shall have appellate jurisdiction in all cases. Any decision made by the Justice Court may be appealed to the Senate, which has the powers to review and to change any decision made by the Justice Court by majority vote. The power of the Senate, by majority vote, to affirm or reverse decisions made by the Justice Court is absolute.
SECTION 4. Any person who wishes to appeal a decision made by the Justice Court must file a notice of appeal with the Senate within 28 days of the Justice Court's decision. The Senate, by majority vote, may waive the requirement of this section if it sees fit to do so.
SECTION 5. The Senate and the Justice Court, through their decisions, shall have the power to develop a regional common law. Precedents established by the Senate through its judicial decisions shall be binding on the Justice Court, and the Justice Court is further bound by its own precedents established in its own previous decisions. The Justice Court shall abide by the principle of stare decisis.
