LAW 11 - REGIONAL TREATIES Enacted May 25, 2016 SECTION 1. The Founder, President, or Minister of Foreign Affairs may negotiate treaties with foreign regions, especially regions with which Right to Life has exchanged embassies. SECTION 2. A treaty is ratified and shall have the force of law if an absolute majority of the Senate votes in favor of it and if the Founder grants it his approval. SECTION 3. Treaties shall have the same effects as regional statutes, but they shall be archived in their own forum. Any conflict between a treaty and a statute shall be resolved in favor of the statute. SECTION 4. The Founder, President, and Minister of Foreign Affairs shall be responsible for enforcing civilian compliance with treaties. The Right to Life Army shall be responsible for meeting all of the region's military obligations arising from treaties. SECTION 5. By an absolute majority vote and with the approval of the Founder, the Senate may nullify a treaty. SECTION 6. If a foreign region nullifies a treaty with Right to Life, then the Founder, President, or Minister of Foreign Affairs shall communicate that information to the Senate; and the treaty shall subsequently be struck from regional law. SECTION 7. The Senate, acting in its judicial capacity, shall have original and exclusive jurisdiction in all cases that arise under this law or under treaties of Right to Life.
